Smart Plan online consultation impossible

I can't find out how to book and have an online consultation on the new Smart Plan. Every time I phone Discovery, I get put through to some other department or person who eventually never answers. The app on the phone doesn't allow it either. This seems like false advertising to me. Nobody can help me and I keep getting the run-around? WHY?
