Shocking service

Tried reaching someone today to get a quote to change my health plan to another - can't do it online because I'm already a member!! Can't reach anyone to help me - tried three times - held on for 4 minutes, no response after I followed all of the prompts for the right dept, same for the second try and the third attempt I held for Sales for 39 minutes and still no luck. Shocking!!
