Registration as a provider

Have been trying to register as a health care professional and it has taken 3 weeks. First I call and the lady gives me the wrong info(I even asked her to email me the info I need to send and she just said "No") to send and only get feedback a week later. Then send the documentation again with added docs and they don't reply. I call and ask what's the hold up a week and a half later and they say they never received it. I send it AGAIN and now my ID certification stamp is not clear enough even though it's the same as all the stamps. Why is this such a difficult process?
