Refuse emergency authorization approval

My son fell and hurt his arm we took my son to our GP and he diagnosed paid medication. Friday i come home from work my son arms is so swollen i take him back to our GP and he refers me for x-rays. He calls the x-rays dept and tells that his patient will be coming Saturday morning with a 3 year old and writes a note to the radiologist, as he will not be in his surgery Saturday to please refer the patient to the on call Orthopedic surgeon if they find anything wrong, which they did - (displaced fracture). To reduce me paying double costs the radiologist calls casualty to check if the surgeon is there and they then refer me and my son to the Dr in his rooms without going to casualty. I cant see how my GP, radiologist and casualty can hold me now liable for the Orthopedic Dr visit. My sons already been delayed proper health care since Thursday. how am i responsible for following what all these people are telling me what to do. I'm just a very anxious, nerves mom worried about her 3 year old son in pain. Why didn't all of them follow procedure and do there jobs. Im very angry that discovery refuses to even accept my GP motivational letter
