Rabies shots not covered

I don't understand how my cover doesn't include rabies shot when they're basically a very serious medical emergency? Been calling and trying to get an explanations of the claim forms with codes 274, 42 and 6 popping up on the statement. Isn't the whole point of having insurance cover to sort out emergencies, especially for the amount being paid?
