PMB Application

I have submitted a PMB application exactly the same one as last year, last year everything was approved with no hassle, this year Discovery wants to decline my request, how can you approve something one year and decline it the next, I have a chronic condition that wont go away plus i need to go for blood tests this weekend, why am I paying for medical aid if you declining my benefits
