Past 3 weeks waiting for an authorization number.

I have been trying to get an authorisation number for the past 3 weeks. I've spoken to at least 15 consultants trying to get this number and no one has feedback on this? This was supposed to take at least a week and I had to move my surgery last month because no one bothered to review the case which is now in decline because it took so long on your side?! This is actually unacceptable and forcing me to pay out of pocket for a surgery and move my surgery again this friday and still waiting for feedback on authorization. Surely 3 weeks is enough to get an authorisation number for a surgery I need to have.
