Pass the buck

I am a compliance classic medical plan. With the arrangement that when my saving is depleted I can still go to Dischem pharmacy clinic for blood test. Lancet laboratory is walking distance from my GP. But because of my arrangement with discovery health I traveled 20 min to my closes Dischem wait 45min in a queue pay and admin fee in order for Discovery to pay my Blood test. What happened I receive a bill after all my effort. When I phone Discovery they told me I should go back to Dischem. If I go to Dischem I get told to phone Discovery. Can someone tell me who should help me with my payment problem.
