NUMEROUS EMAILS AND NO RESPONSE???

I have sent through claims to Discovery for my medical savings and to be reimbursed, and even though I receive an email back from them every time of confirmation, I am still waiting for my money to be refunded. I have followed up so many times, and have heard nothing back. Why is this such an issue???
