MSA Payout

I have been with discovery for more than 15 years & recently joined a bank which meant joining a different medical aid. I have asked them for an early payout & wrote a motivation letter but as I'm distressed financially. They have declined me & I want to know what does one have to do to get considered for this early payout. This is my money anyway...
