Miss representation

Went to get my monthly chronic medication from clicks pharmacy. Only to be told that i need to pay levy of R456.00. When questioning this payment I was told by the pharmacist that I need to wait until the 5th of April before my prescribed medicine will be available levy free. My question is who made this decision when it is my money that is paying for this medical aid. Secondly who is taking charge of the situation since I am now not being able to take my blood pressure tablets and my diabetic medication for 9 days until this hold is uplifted. Who is to be held responsible if I should have a high blood pressure episode or diabetic coma.
