Misleading information and now wont add dependant

Last year i sent in application forms through to dis health to add my fiance as a dependent for 2016 on my plan.<br> Everything was fine and all they were waiting for was for him to cancel his plan.<br> The lady at new sales advised that this can be done at anytime and there is no deadline.<br> This week i get told that upgrades are only done in December because he was on a different plan.<br> WHY WAS THIS NOT TOLD TO ME FROM THE BEGINNING.<br> The lady also told me that as long as my plan was upgraded i can add a dependent at anytime!<br> I feel that they cannot allocate you to someone with higher authority who can assist you!<br> I also dont see the whats difference it makes that he becomes a dependent from FEB onward as we are only 8 days into the year. <br> I now feel like pulling out my membership from them and moving onto a different company!
