INCREASE REAP OFF!!!!!

MSA gets allocated in January for the whole year. Then they have an increase during the year and on that increase no portion goes towards MSA !!! So in essence the increase that does not happen in the beginning of the year is a reap off. Where does the MSA portion go to coz no extra MSA get loaded? This increase that is in the middle of the year is a reap off to paying customers and only beneficial to discovery
