Income bracket

My mother has app**** to join the medical aid scheme. She is unemployed. You have placed her on the second income bracket. I disputed this & was told that you need proof. We submitted proof & still you refuse to review the income bracket. My mother was paid a Third Party insurance claim from a vehicle accident - Once off. You tell me that you regard this as income???
