GP AUTHORIZATION FOR A PRESCRIPTION FROM A SPECIALIST!!!!!!!!

Queried non payment of a prescription fee for patient on LA health keyplus option. Was told by Mathys that patient needs to consult with her GP, obtain a specialist authorization so that the specialist can then provide her with a prescription!!! ABSOLUTELY LUDICROUS...What is the purpose of obtaining the prescription from the specialist then if she FIRST needs to go to her GP for authorization to obtain a script??!!!!!
