Forcing treatment

My husband is in ARC in Benoni for addictions. I have been struggling with the kids by myself with no support, which they are aware of. My little girl became very ill this morning at 2am. He was granted a phone to contact me, and the counselor by the name of Kimesha have told him I can collect him at 1pm to assist with the children. Then just after 12, he phoned to say that I can not fetch him anymore because they have told him that discovery will bill him for his stay and that he will lose his job. Is that the way to force someone to stay? When his family is in bad need of him? I understand discovery is giving 21 days for addiction recovery but he's being forced to stay for 25 days?
