Don't want members to reach above threshold

I am a 3rd year law student and unfortunately have not got to medical law yet. I also suffer from ADHD so am on Concerta which cost R800 for a months supply. I've been busy with exams this last month so had to take my meds, got a script and asked Clicks in Brigh****er to split the script as I didn't have R800, now Discovery does not want to pay the second claim. The directions of the pills say 1 per day, I waited 21 days to refil a script of 15, how can the time between refill be too little???? They are now hiding behind law but no mention of the legislature and section of this. Clearly Discovery does not care how my health affects my studying while having a full time job and tell me I must get the pharmacy to call them. This is clearly just a method they use to stop members from accessing their above threshold funds. Luckily it's the end of the year and I'll find another medical aid who cares!
