Discovery will not pay my money back

A month ago (11 January 2015) I paid a hospital fee when admitted to hospital. I then put in a claim for a special payment. The claim has not been paid back as they claim that they are still negotiating with the hospitals on the new rates. The new rates however have no bearing on the amount I have already paid as the rate on the day of admission can not change as it was contracted to. In my mind this is DIscovery stalling and profiting on holding my money longer than they have to. I find this to be disgusting abuse of a fiduciary responsibility that Discovery has towards its clients.
