Discovery *****ing from us

I am so incensed. My husband had an eyelid operation that necessitated a skin graft under the eye and the implant of cartilage taken from behind his ear. Of the entire R12 500,00 bill (which Discovery authorised) they paid R4 000. Turns out they count each of the procedures to correct the eyelid as a SEPARATE operation and according to them "the medical council forces them to only pay 100% for the first procedure, then 50% for the second etc." so for the fourth procedure ALL TO CORRECT THE EYELID, they paid R33,00 from R1 165,00!!! In other words, I guess if you get a heart transplant they will count the taking out of the old heart as one operation and the putting back of the new heart as a second operation. What utter bull****. Who would opt for a skin graft or cutting cartilage out of the back of your ear as a fun thing to do??? Who is this PERSON who makes these decisions? I need to understand where I can dispute this, the call centre people are clueless.
