Discovery not paying back unused medical savings

I had medical insurance with Discovery with a savings option. I cancelled my medical the end of January 2020. The agency who managed this account - the agent was selected by my then employer and the problems I had them is another story - informed me that my savings will pay out after 4 months. So when I asked in May, it then became June. They said it will pay out 13 June and reflect 3 to 5 working days. It is now July, 6 months later and my savings have still not been paid to me. The agent said there was a delay and will receive feedback within 48 hours. We are now going on 72 hours. So will I assume that Discovery has no intention of paying me my unused savings back? IF you eventually do I assume it will be with 2 months' interest??
