Discovery is a ****!!

I called discovery to advise them that i need to see a Dr out of my network. They advised me that i can pay cash at any Dr in the area i was in and claim it back. When i tried to claim back they u told me they cant refund me because they Dr i went to is under investigation. How was i supposed to know that? Discovery has not paid me to date.
