Discovery Health care bleeding us dry

We are on one of the top discovery medical aid plans. But with my admission to hospital , which will be the second one on Monday the 16th. We have to pay the amount of R9050 . Before I can be admitted. So, as of this year, I had to pay R19 000 before being admitted to hospital. Why do we pay so much money monthly to the medical insurance if we are not covered and still have to pay that amount. And they will not reimburse if you don't have a PMB number. Wich is almost exclusively having cancer, or a very serious illness.

Then is my medical insurance only for when I'm dying?
