Discovery dodging paying again !!

In an emergency, according to their own booklet, page 11, costs are covered whether you are admitted to a hospital or not. Had such on 30th August yet it's now well over 100 emails and they are still dodging paying. Despite all departments saying different things, they have paid some accounts ( all the small ones) yet are constantly changing the rules to avoid paying the big accounts !!!
