Disappointed in Discovery

We have a 8 month old foster care baby. We have been waiting for her birth certificate for the last 8 months and got in the end of April. We then put her on the medical aid effective 1 May. Two weeks into that she got a rash. It's not something she had before. Brand new event and the GP prescribed us cream to rub her with. The rash got worse and we took her to the pediatrician who decided that she had to be medically admitted on Thursday the 27th of May for treatment due to the severity of it. Up till this point, 1 June, we still do not have authorization for our daughter to be admitted. We have taken care of her in the way we can at home with assistance from our pediatrician in order for her not to become worse. We are deeply disappointed in the way Discovery has dealt with this matter. So my question then is, what is Discoveries policy? Is there a discriminatory policy between biological babies and foster/adopted babies? How can it take so long when the patient is a baby? We have been with Discovery for 10 years. Never missed one of the exhorbant premiums we have to pay. So the expectation is that we would be covered!
