Deliberately makes claiming difficult - in collusion with some medical practices that are lazy.

1) Medical practices don't always send you receipts that you can submit to Discovery 2) Discovery makes it difficult to do a recon - the claims statement you download is not searchable 3) You get penalised for not submitting within 4 months. Why?

Clear that best plan to go for is one without an MSA... This only works when everyone does their job.
