Critical dad declined hospital admission

I took my dad on Wednesday to our GP with an extremely swollen leg which turned black already. When GP saw him she immediately wrote a hospital admission letter for Thursday and asked a vascular surgeon to see him on Friday morning due to the critical condition the leg was in. She feared amputation due to the lack of blood circulation to the right foot. We arrived at the hospital on Thursday, only to be informed by Discovery that he has an exclusion for 1 year (due to heart failure and hbp) and they will only be able to admit him on the 30th of April!!! I MEAN REALLY!!!! So, my dad has to go home and wait for 2 months for Discovery to admit him to hospital. What is wrong with you people??? We now have an appointment with the specialist on Tuesday so he can write a motivation letter to Discovery explaining the severity of the condition! Then we have to hope and pray that they will have some kind of human compassion and give the okay for him to go to hospital!!
