CP patient - Discovery health only pays for half calf surgery?

I was born with CP (Cerebral palsy) the right side of my body underdeveloped, I have been a discovery health member since 2004, some years back I had my first surgery in my right calf where an implant was put in, authorised by Discovery medical aid, this was one side of the calf, due to the skin being too tight on the other part of the calf we could not complete the full surgery, after extensive calf training I went back to a local surgeon to finish the calf on the other side/part. After numerous attempts for pre authorisation from my Dr it was declined, I was advised by Discovery that my surgeon needed to speak to a discovery Dr to sort out the matter (Dr to Dr call) to get the surgery approved, again we failed. Since then I have lodged a complaint, a request to review the matter, and lodged a dispute. I called discovery today and was advised by the consultant that my, review request & dispute was declined again. My question; does Discovery medical aid only pay for half a calf surgery? and refuses to assist further in completing the surgery. I find this totally unacceptable, this is my life and it saddens me to get treated like this,
