Covid test can only be ordered by a specialist and not a GP

My wife got sick with flu like symptoms + fever. Her GP sent her to the lab for tests which included a covid test. Ultimately she tested positive for Covid. Discovery refuse to pay for these tests because according to them the tests can only be ordered by a specialist and not a GP. I've spoken to Discovery who are clueless. They phoned me daily for about a week to say they were kicking the issue up the chain and then all communication ceased. To say that things like a covid test can only be ordered by a specialist is nonsensical drivel. Charging you members more year on year while refusing to pay claims isn't a great way to endear yourself to the customer.
