Chronic Benefit

I called the scheme yesterday to enquire about out of hospital chronic benefit application for ADHD condition and learned that this condition does not fall under the chronic benefit list and have to use my savings to access health service in relation to this condition. For this condition to be controlled one needs a specialized multidisciplinary medical team intervention on a regular basis including medication and medication alone costs more than R500.00 per month supply. I wonder what criteria is used to add or not to add a chronic condition into the benefit list.
