Carry Over MSA Missing

Please explain to me why Discovery Health decided to pocket my remaining MSA from 2017 and not allocate to my new balance

As per the Discovery App:

Total Medical Savings Account Entitlement R5868.33 Initial Medical Savings Account Carry Over R682.45 Medical Savings Account Usage R0.00 Medical Savings Account Balance R5868.33

My Medical Savings Account Balance should be R5868.33 (Total Medical Savings Account Entitlement) + R682.45 (Initial Medical Savings Account Carry Over) - R0.00 (Medical Savings Account Usage) = Medical Savings Account Balance R6550.78
