Can't get hold of correct department to discuss gap cover

I called ***to discuss gap cover, went through the options and were then told to call ***...twice...? How can I get hold of a person to discuss gap cover? I've posted 2 messages on Twitter as well, asking for assistance but no one gets back to me?
