Beware discovery overstate adverti*****t. they don't cover full in-hospital

my wife had an operation a month ago in hospital ( Fourways Life ) but Discovery did not pay in full. "they said on my query, hospital plan covers up to 100% scheme rate while you are in hospital" and also said "doctors charge you more than 100% of the scheme rate, you will be liable to pay the balance". what the hell is scheme rate? My wife had a simple operation which is just a couple of hours if Discovery doesn't cover simple operation, I can't imagine how much shall I take medical expenses when me or my family having a big operation
