AUTHORITY is given but you still have to pay

I had full authority for my stay at Poortview many moons ago. Now the medical pays half of the account because lots and lots of stories from them but in any case. HOW DOES A MEDICAL GIVE YOU AUTHORITY AND Then come with stories of you only had this amount left
