Authorisation declined

In 2016 I had my yearly pap smear tests which came out with abnormalities(CIN1), I was on meds and it went back to normal after few months. 2017 June I went and the results came back with CIN1 and I was again put on medication for 6 months and went back in Jan 2018 for follow up and there was no improvements. My DR referred me to a Gynea on which Discovery is refusing to authorise because they say the GP can manage my case.
