Acting in the interest of a service provider and not your client

The most *********** service. Paying service providers on PAID invoices. Contradicting a rule they put in place. Asking for proof of payment after having instructed me to pay the service provider. Paying my reimbur*****t portion to service provider and despite questioning whether I paid service provider...why not question the balance of the invoice payment.
