Bad customer service

I just want to know where can we report this store poor service **** products they are selling. I bought office chairs at that store they broke down two weeks after.. Unfortunately we were in lockdown in July i returned the chairs and was promised to be refunded since july to this date no one is saying anything i've been writing emails to the manager but he also went mute why do we struggle to get money back from this company. Please help
