Please pay my refund

I am in disbelief, in order to get a R10 000 loan I had 2 pay r1500.00 legalization fee of which I understood due to m credit score. After paying that amount I was told I will receive it within 30min, 30 mins passed I asked then I had to find out I have to pay R1999.00 for Cost of Transfer (COT) of which I queried a Lil and even questioned if it arn't a scheme but anyways I need the money and I paid the R1999.00 into a different account of which I also question and was told 2 different transactions for departments, I was told after this payment I will then receive the cash after an hour still nothing, I send a message again, a reply from them I have to pay a r2750,00 due to failure from there side to withdraw the funds and then I'll receive the cash, just imagine you are applying for a loan but have to pay R6249 first to receive a loan of r10000.00 and month installments for 12 months day light ******. I requested my refunds back for the 2 payments already made now I should hear I can't get it back due to it hanging on the red flag for me to pay the R2750.00. If anybody can please assist me on just getting my refunds back I would really appreciate it.
