DAMAGED GOODS ON SHELF

Purchased a Panasonic Dect Trio Cordless phones yesterday 31st January only to find when I got home that this product was either used or returned and put back on shelf as a resalable unit!
My mistake as the product/box was not sealed in plastic when I paid for it...when I tried to connect the product there were batteries missing and empty packets in the box, the instruction manual, was also missing. Called Clinton at the store who offered to replace the batteries or have them delivered. However when having the phones connected I found that the batteries were in the phones which confirms that the unit was previously returned by a customer...
The phones did not charge overnight and this morning discovered that there were more damages to the phones as well.
Question: Why would the store put an unsalable unit back on shelf for resale? I am sure that if they investigated or ran the item description/code etc. they would find that the unit was returned/used. The batteries in the phones confirm this!
Was the store willing to sell this to an unsuspecting customer...SHAME ON YOU!!!
