Does Dihlabeng still exist????

Dihlabeng municipality is probably one of the worst experiences I have had. I submitted documents in Sep 2021 to close our account as we sold our property. I followed through with many phone calls and 1000s of emails. Yet 5 months later, they still sending me the utility bills. Shocking and pathetic.
