Horrible service by Digital expand

The worst decision I have ever made . The owner Klaas been working on my website from 15th January and up to date the website was not complete but he sent a new invoice that I needed to pay for an amount we didn't agree on . When I tried to reason with him he lashed out , called me disrespectful and unprofessional and he later sent an email saying he is terminating my services. He sent out an email saying he will refund me about 70 percent of my funds . Than later said he is sending the matter to his legal and financial team and today I get an email and he says he will refund about 35% of my money after 14 days .

To start with I told him I wanted to launch the website before Valentine's and he couldn't meet that dead line and I kept quiet.and now he wants to keep money for something I do not have ? What kind of a service is this . I will report him to all channels till he refund me back , I worked hard for my money to let someone who thinks he is smart than anyone else take it just like that .
