declined claim

I took out insurance with Dial direct, at first when I signed up they did not inform me about the goods that will be taken out of the house.
So they stole my vehicle and my goods that I will be taking out of my house which were covered under my house content was paid out to me. After paying out they informed me that I needed to list my items but I didn't know how, on a few occasions I've asked to send someone out to my house so that they can see that I have the items worth R500 000 in my house. The reason for that was I didn't or don't have slips to proof that. So I still told them I don't want issues when payouts need to take place.
Only now when they said they will not pay out is when they said to me that they do not send out people to assess my household content.
I just feel if they told me that previously I would have taken pics or videos and take it to them so that they can see what it is I have in my house. In the mean time I am waiting on them.
Nevertheless, two of the items which was paid out to me ipad, laptop were part of the theft. My question is why did they not insure these goods knowing fully well I've previously claimed for them? This does not add up and I just feel like they are creating loopholes for them to decline client claims.
What would have happened if this was someone who does not have internet access or emails. how will clients add their goods or will they just not do payouts.
This is so unfair and I feel if we do not fix this they will always have client claims that they will be declining.
