Paid for express, after a month still no delivery

My shipment arrived in South Africa on 9 March 2016, it has been exactly 20 days and I still have not received it. Its was send through express!!!!! I have paid my custom duties on 11 March 2016. They came back after I made many phone calls to say a VOC was issued and more duties need to be paid. I made that pmt on 22 March 2016, and I have still not received it. They keep on forwarding my call to the next person telling me there is a system error. How much longer do I need to wait for something so simple??
