Package sent via DHL Paket in Germany never delivered to recipient

Package sent on 17 November from Berlin to Bad Homburg was never delivered. I requested an investigation and lodged a claim and received a letter on 3 January 2019 that it has been found and will be delivered to the recipient without further delay therefore cancelling my claim. This package has still not been received, this is so frustrating. It seems they sent me that letter just to discourage me from further pursuing them to either make the delivery or refund me for the goods which they have 'lost'. I am in South Africa and my employer kindly took this package with her when she travelled to Berlin and sent it from there to the address where my daughter resides in Bad Homburg. It seems that DHL Paket cannot be concerned with delivering goods entrusted to them and could not care less about customer service and sorting out queries of non-deliveries. I am really frustrated and am unable to get in touch with someone who can assist me in resolving this. Very unreliable and not trustworthy at all!
