No V&D invoice

Shipment *** arrived in RSA on Saturday after a transit delay from Nairobi (it left there last week Wednesday). We are still waiting on a V&D invoice. I have phoned the customs department no less than 20 times since last week. It have received and paid for invoices and even gotten shipments that were on the same flight - we collected on Saturday already. Please can someone assist with this invoice so that we can make payment. This is wasting so much time for paperwork which the call center agents all agree should have been done days ago.
