ITAC permit issues

I am so frustrated with the service I got from DHL I returned my phone back to Revibe for repairs and ever since the 23th the phone has been with DHL till today.I called their customer service they said I must only provide export number to them and then emailed customer service which said I must apply for the ITAC permit my parcel has been delaying to get to me and I have been calling to communicate and ask for help but still my parcel still says it's on hold I am not happy at all with their service can they do better and provide help to the customers to get their products to them on time cause I am still trying till today with no luck
