Invoicing against SARS rules

Dhl, SARS do not charge VAT or duty on mutilated samples coming into SA. The SADC (Southern African Development Community) Agreement does not allow for any duty on imports from those countries! Why are you insisiting on taking money from us? The contents are mutilated so therefore have no value other than to the parties receiving the goods! The invoices are as per regulations. WHY??? 2 clear contraventions. I can not spend my entire day explaining to your staff that we do not have to pay, yet end up paying just to expidite delivery. :(
