Import duties

I sent a gift to a person in South Africa from the UK. A second hand mobile phone (just one phone). Initially DHL wanted to charge me import duties and VAT on the mobile phone. After long deliberation with them, they told me I had to contact DHL UK and amend the document to stipulate that it was second hand, which DHL UK did without any hassle, which I thought this would have sorted out the problem.<br> <br> Now DHL South Africa have told the person I sent the phone too, needs to register with ITAC to get a import permit.
