Duty Fee Overpriced

Parcel (toddlers clothes & a doll) with a value of £100.00 or less was sent from UK in December 2023, arrived PE on 01 March 2024. Duty being demanded is R10 000.00 Sender paid £80 to ship. Is there a way to return them or ask them to keep the parcel? I am not donating 10k to DHL
