DHL unable to shop

Requested personal effects to be shipped from Germany to Joburg about 12 days ago. Supp**** all requested shipment and customs clearance information as requested. Was informed by their clearance department that the shipment had arrived 4 days ago. Today however sender in Germany tells me the shipment has been returned to them. Why?

Spent 6 attempts to get through to DHL customer service. The published phone numbers are engaged most of the time. Eventually got through. Spent in aggregate 30 minutes on hold, subjected to appalling 1970s disco music, and then got shunted around to half a dozen call centre agents all of whom told a different story of where the shipment was. When the 4th agent finally confirmed that that shipment indeed had been returned to the sender in Germany, I got another 3 different explanations as to why that had happened. In essence, what transpired, is that when you order a shipment online, they issue two different waybill numbers. the shipment arrives only virtually (hence all the customs clearance process and the belief that the shipment is in SA customs), but the DHL office in the sending country has a different set of requirements to the receiving DHL office, which DHL SA is unable to communicate to the customer. Rather than say so, they just send the shipment back to sender in Germany (all the while communicating that it is here in SA).

This is the 2nd time this has happened. DHL is proving to be ************* (no one knew where the shipment was) and dishonest (blaming me for not providing an invoice although i had clearly stated that this was a used personal effect > 10 years old and I had provided a proxy commercial invoice stating the residual value) and they are clearly out of integrity: no one owns up to the fact that DHL is unable to take an online order blaming everything from customs, to the German DHL office, the sender, the way I must have filled in the weigh bill, the fact that I had not provided an original invoice (the personal effect is > 10 years old). etc. Excuse after excuse. Shameful and much worse than some of the most overloaded Departments of Home Affairs I have had to deal with. I will now have to seek another more reliable and coherent supplier who actually knows how to ship a parcel from A to B (rather than sending it from A to A).

Good Day Tai,

Thank you for contacting DHL Express, I sincerely apologise for the undue frustration and inconvenience that this matter has caused for you.

This is not the service DHL prides itself in, the run around received will be addressed accordingly to ensure that it doesn't happen again.

Please note that the return of the consignment was done as a consignor request, DHL simply followed the instructions given after the consignor was informed that there was no original invoice attached to the consignment. This is the information available from our side as the consignment never reached ZA.

Please may you contact your consignor, to ensure that the consignment is sent again with the correct paperwork attached, ZA customs only accept commercial invoices - please note that if the consignment is declared as personal effects - you will need to provide proof that you left the consignment in Germany with passport entry and exit stamps not older than 6months. If you are unable to provide this, ZA customs will not allow used textiles to enter South Africa and will most likely be confiscated.

I hope this information will assist you,

Kind Regards

Devan Becker

Hi Devan Prior to shipment, I had a 1 hour conversation with DHL SA that this package was personal effects. Your SA office specifically instructed me to fill in 4 different documents including a commercial invoice and requested I forward the documentation to your offices at DHL SA, along with passport copies of entry and exit dates as proof that I had left the personal effects in Germany. Your say quite eloquently in retrospect - that your DHL offices instructions to me were wrong on three counts: a. a different form should have been used b. different wording should have been used (not “previously purchased by myself” – as I indicated on the form, but “personal effects”). c. the information should have been sent to DHL Germany not DHL SA (as if DHL SA could not forward the information to DHL Gemany) The issues remain: a. DHL SA failed to specify prior to the shipment, what the correct procedure should have been. b. DHLS SA – judging by the numerous conversations with your agents – actually doesn’t know what the correct procedure is. The call centre agent who gave me the wrong instructions a fortnight ago called me this morning finally explaining what the correct procedure should have been. Never did he acknowledge that he had actually given me wrong instructions to begin with. The real critical issue facing you as an organisation, and which is why your ratings are so low, is not that you made a mistake, but that you, the customer services executive, and the dozen staff working below you, simply refuse to acknowledge that you failed in your responsibility to communicate the correct procedure and process to your customer BEFORE the shipment. (By the way, the fact that you issued two waybill numbers also suggests that DHL's processes are coming unstuck). Since I ship / collect / dozens of important documents internationally every year through DHL, and because this is not the first time that DHL SA messes up the process, I refuse to deal with an organisation that is both *********** and self-righteous and unwilling to learn. You persistently fail to take responsibility for your oversight, but merely quote custom and excise duty regulations with great authority, now, over a fortnight after you failed to get the process right. I feel you and your staff would be better of filing documents in a state run governmental department or even the Department of Home Affairs (which in itself is very unfair, as Dept of Home Affairs is 10x more efficient and reliable than DHL is).

One more point. Not providing the right information to begin with and only telling me now what the correct shipment process SHOULD HAVE BEEN after initially misleading me and my having to waste nearly 2 working days trying to locate the shipment, is AN INSULT!
