DHL just cost money for no service

I have imported a dress from china and its been 4 weeks now, i have paid for delivery, import cost and tax . Still no delivery and now i need to pay a penalty to customs because DHL cant do their work . Most useless courier i have ever came across i would not recomend them to any one they just cost you money and they do nothing from their side . Its the most frustrating courier company !
